VILLAGE OF TOWER LAKES
BOARD MEETING
Date: March 21, 2011
Time: 7:30 pm
Location: Village Hall
1) Roll Call, Pledge, and Sign-In: Meeting called to order at 7:39 pm. President Leitner, Trustees Parro, Rolfs and Bolger present. Tr. Merkle, deVries and Baggett absent.
Also attending: Treasurer Rolfs, Building Inspector Cantieri, Village Clerk Parro, and Chief Sinacore.
2) Approval of Minutes: A motion to approve the February 21, 2011 minutes with no changes was made by Tr. Rolfs and seconded by Tr. Bolger followed by unanimous vote.
3) Public Comments: None
4) Treasurer’s Report and Payment of Bills/ Budget/ Finance: (i) A motion to pay the list of monthly bills with the addition of $800.00 to SK Landscaping out of the Water fund and the change of $532.60 to Cuba Township paid out of the Water not General fund, was made by Tr. Bolger and seconded by Tr. Rolfs followed by unanimous vote. (II) The VB authorized Tr. Rolfs to sign the engagement letter approving the audit amount of $8,500.00 for this year.
5) Stormwater Management: Tr. Bolger is set to meet Thursday with Cuba Township Road District Supervisor Tom Gooch to review 2011 stormwater projects. A new project at Abbott and Circle will be added.
6) Health & Sanitation: No report.
7) Roads: (i) 2011 paving project cost estimate and bid prep is in progress. The plan is to resurface the remainder of West Lake Shore Dr. Expected higher blacktop costs will likely push this project to over $300,000 according to our engineers and require us to defer Devonshire and Circle to at least 2012. Several short road segments in poor condition will also be patched or resurfaced. Pot hole patching will take place at numerous locations which have been reported to CTRD. These will be done batch-wise. (ii) The State will be resurfacing Rt 59 through Tower Lakes and Lake County will be working on Roberts Rd as well this summer.
8) Grounds: Tr. Parro advised that he has received a mowing contract from SK Landscaping which proposes no increase for 2011 and which he intends to accept.
9) Water System/Utilities: No report
10) Urban Forestry: No report.
11) Planning, Building and Zoning: 3 permits were issued, inspections are ongoing and no violations reported.
12) Police and Public Safety: (i) Police report is on file. (ii) A Police committee meeting was held March 22, 2011. The Chief reported that all performance reviews have been completed and that a raise of approximately 3% was approved in line with the budget. (iii) A switch of dispatch services from Island Lake to Wauconda was discussed. This change will lower costs and increase service. A presentation will be made to the VB next month. The Chief asked for and was granted authorization to write and send a letter to Island Lake giving the required 120 days notice and asking that they consider letting us terminate services earlier. The purchase of a new Ford Explorer was approved. (iv) A proposal to provide police service to North Barrington was discussed and the consensus of the Board is that it will benefit both sides financially, and will allow TL residents access to local 24 hr coverage for the first time. It will be presented at the NB April board meeting as requested by their board. A possible proposal requested by Deer Park was also discussed and will be developed further at next month’s committee meeting. (v) President Leitner brought up the situation of a Tower Lakes Police officer who has been overwhelmed by medical bills. The Village provides no medical benefits to it’s part time employees. Chief Sinacore reported that a charitable fund has been set up specifically for the benefit of Tower Lakes officers through the Wauconda Fraternal Order of Police Lodge 276. A motion was made by Tr. Bolger and seconded by Tr. Parro to donate $2,000 to the Benevolent Fund for TL officers, followed by unanimous vote.

A motion to adjourn at 9:36 pm was made by Tr. Rolfs and seconded by Tr. Parro and followed by unanimous vote.
