VILLAGE OF TOWER LAKES

BOARD MEETING

Date: February 21, 2011

Time: 7:30 pm

Location: Village Hall

1) Roll Call, Pledge, and Sign-In: Meeting called to order at 7:34 pm. President Leitner, Trustees Parro, Rolfs, Bolger, Baggett and deVries present.

Also attending: Treasurer Rolfs, Building Inspector Cantieri, Village Clerk Parro, and Chief Sinacore.

2) Approval of Minutes: A motion to approve the January 17, 2010 minutes with two minor changes was made by Tr. Rolfs and seconded by Tr. Bolger followed by unanimous vote.

3) Public Comments: None

4) Treasurer’s Report and Payment of Bills/ Budget/ Finance: A motion to pay the list of monthly bills with the additions of $2,718.71 to TLIA and $300.00 to Trees of Green and corrections to two other items as follows: MGN Lock & Key $8.75 and Kathleen Leitner $490.00 was made by Tr. Bolger and seconded by Tr. Baggett followed by unanimous vote.

5) Stormwater Management: No report.

6) Health & Sanitation: No report.

7) Roads: (i) Village came through the blizzard better than many surrounding towns. Some mailboxes knocked down have been repaired and others will be addressed as they are reported. (ii) Cambridge Dr. shoulder was washed out by improper water main flushing, creating a dangerous hole. Repairs were promptly completed.

8) Grounds: No report.

9) Water System/Utilities: Water main breaks were reported and fixed on Leon and on Terrace.  Repairs have been made to the water treatment injection system. Backup well usage has been more frequent in recent months, and the sediment stirred up by this has led to cloudy or yellow water in some areas. A flushing operation was completed to address this.

10) Urban Forestry: More detail was added to the Tree City USA application.

11) Planning, Building and Zoning: No permits issued.

12) Police and Public Safety: (i) Police report is on file. (ii) A proposal to North Barrington is being finalized and will be presented at the March NB VB meeting. Deer Park has again requested a bid despite Tower Lakes’ earlier decision to decline bidding. A Police committee meeting will be held Wed March 2 to discuss.  

13) Intergovernmental: None

14) Administrative: None

15) Old Business: Census 2010 figures were released showing TL population declined to 1283 from 1310 in 2000 and 1333 in 1990, despite adding several houses in that period. This will cause a small drop in State revenue sharing for the next decade. Further analysis will be done as more data is released.

16) New Business: Pres. Leitner reported on the activities of the regional groundwater planning group she is serving on.

A motion to adjourn at 9:08 pm was made by Tr. Rolfs and seconded by Tr. Parro and followed by unanimous vote.
