VILLAGE OF
BOARD MEETING
Date: January 17, 2011
Time: 7:30 pm
Location: Village Hall
1) Roll Call, Pledge, and Sign-In: Meeting called to order at 7:34 pm. President Leitner, Trustees Parro, Rolfs, Bolger and Merkle present. Tr. Baggett and deVries absent.
Also attending: Treasurer Rolfs, Building Inspector Cantieri, Village Clerk Parro, Chief Sinacore and Greg Gruen from Manhard Consulting.
2) Approval of Minutes: A motion to approve the December 20, 2010 minutes was made by Tr. Bolger and seconded by Tr. Parro followed by unanimous vote.
3) Public Comments: Greg Gruen from Manhard Consulting made a presentation and answered questions on readiness for application for subsidized loan program for water system upgrades. Utilities Committee met and recommended to the Board to proceed with pursuing the loan opportunity even though there is no longer a grant portion. The rate is below market due to Federal subsidy and Manhard advises that bids on similar work are coming in at very favorable costs and loan service is estimated to be supportable with water rates. The engineering work was already completed and paid for last year for the projected scope, which includes the top priorities identified in earlier studies, including replacement of all 2.5 inch mains with 8 inch. At President Leitner request, the Board voted again to reaffirm desire to proceed with application for $1.6 mm loan at 1.25% for 20 years. Motion was made by Tr. Rolfs and seconded by Tr. Bolger, followed by unanimous vote.
4) Treasurer’s Report and Payment of Bills/ Budget/Finance: (i) A motion to pay the list of monthly bills with the additions of $80.00 to SK Landscaping out of the Water Systems account, and $444.00 to GEI Consulting out of the MFT account, was made by Tr. Bolger and seconded by Tr. Parro, followed by unanimous vote. (ii) Trustees were asked to prepare 2011 draft budgets for their areas and will meet for a Finance Committee meeting on February 21, 2011.
5) Stormwater Management: Tr. Bolger met with Cuba Township Road District Supervisor Tom Gooch to review 2011 projects. Mr. Gooch was authorized to get engineering drawings done for the ELSD Boat Landing area.
6) Health & Sanitation: No report.
7) Roads: Salt bills are coming in, we are paying $65.00 per ton thanks to negotiation on our behalf by Cuba Township Road District.
8) Grounds: No report.
9) Water System/Utilities: No report.
10) Urban Forestry: No report.
11) Planning, Building and Zoning: Insp. Cantieri’s report is on file. Six permits issued, inspections are ongoing and no new violations.

16) New Business: The Tower Lakes Community Foundation has announced Feb. 25, 2011 as the date for their winter Dinner/ Dance fundraiser.
A motion to adjourn at 9:08 pm was made by Tr. Rolfs and seconded by Tr. Parro and followed by unanimous vote.
