VILLAGE OF TOWER LAKES

BOARD MEETING

Date: December 20, 2010

Time: 7:30 pm

Location: Village Hall

1) Roll Call, Pledge, and Sign-In: Meeting called to order at 7:35 pm. President Leitner, Trustees Parro, Baggett, Rolfs, Bolger and deVries (late 7:47pm). Tr. Merkle absent.

Also attending: Treasurer Rolfs, Building Inspector Cantieri, Village Clerk Parro, Chief Sinacore and BACOG Executive Director Janet Agnoletti.

2) Approval of Minutes: A motion to approve the October 18, 2010 minutes was made by Tr. Parro and seconded by Tr. Baggett followed by unanimous vote. A motion to approve the November 15, 2010 minutes was made by Tr. Parro and seconded by Tr. Bolger, followed by unanimous vote.

3) Public Comments: Janet Agnoletti from BACOG gave a review of 2010 activities, including legislative lobbying accomplishments, and a preview of their 2011 legislative platform. Hard copies of the BACOG Homeowners Guide to Well and Septic Systems are available at the Village Office for review and also linked on the Village website. BACOG also donated to the Village of Tower Lakes a framed copy of a BACOG poster which won an award for the groundwater study project.

4) Treasurer’s Report and Payment of Bills/ Budget/Finance: A motion to pay the list of monthly bills with the additions of $807.00 to Barrington Print and Copy out of the Carryover Acct., and $779.55 to TLIA  Beautification Committee out of Grounds, was made by Tr. Bolger and seconded by Tr. Parro, followed by unanimous vote.

5) Stormwater Management: No report.

6) Health & Sanitation: No report.

7) Roads: Snow plowing season is underway.

8) Grounds: No report.

9) Water System/Utilities: (i) A failure of a part on the main control panel in well house # 5 caused well #1 to kick in as back-up. This resulted in some sediment being stirred up over a period of many days as a replacement part was not readily available, but water pressure was maintained and the water quality remained safe for drinking. (ii) Two large water main breaks occurred this week. One was on Barsumian, which flooded the road and also parts of Murray and West Lake Shore Dr. Salt trucks were called out to treat the resulting ice on the roads. The other break was along West Lake Shore Dr.

10) Urban Forestry: Re-applying for Tree City USA status.

11) Planning, Building and Zoning: Insp. Cantieri’s report is on file. Two permits issued, inspections are ongoing and no violations.

12) Police and Public Safety: (i) Police report is on file. (ii) Police sub-committee meeting will be scheduled for late Dec or early Jan to discuss police coverage proposal requests from North Barrington and Deer Park. (iii) Chief Sinacore applied for a $10,000 grant for video camera replacements.

13) Intergovernmental: See Public Comments.

14) Administrative: None

15) Old Business: Barrington Area Conservation Trust did not receive the grants they had hoped for to proceed with purchase of Barclay’s Woods subdivision. They are in discussions with other potential funding sources.

16) New Business: None

A motion to adjourn at 8:58 pm was made by Tr. Parro and seconded by Tr. Rolfs and followed by unanimous vote.
