VILLAGE OF TOWER LAKES

BOARD MEETING

Date: August 16, 2010

Time: 7:30 pm

Location: Village Hall

1) Roll Call, Pledge, and Sign-In: Meeting called to order at 7:35 pm. President Leitner, Trustees Parro, deVries, Baggett, Rolfs and Bolger present. Trustee Merkle absent.

Also attending: Treasurer Rolfs, Building Inspector Cantieri, Village Clerk Parro, Chief Sinacore, Karen Yancey representing Barrington Area Conservation Trust and resident Gerry Young.

2) Approval of Minutes: A motion to approve the July 19, 2010 minutes with no changes was made by Tr. Parro and seconded by Tr. Bolger, followed by unanimous vote with Tr. Baggett and Rolfs abstaining. It was agreed that from now on the monthly expenditures would be filed with the monthly minutes. Tr. Parro will update the TL website showing the Auditor’s Report and the Annual Treasurer’s Report.

3) Public Comments: Karen Yancey of BACT led a discussion of the benefits of preserving Barclay’s Woods as open space vs the revenue and costs associated with subdivision development. The next step in BACT’s grant application process is contingent on the Village passing a Resolution to accept ownership of the property if it is donated to the Village by BACT. Timeline by October 1, 2010.

4) Treasurer’s Report and Payment of Bills: A motion to pay monthly bills with one addition of $302.50 out of the Roads Fund for Gewalt Hamilton, was made by Tr. Parro and seconded by Tr. Baggett, followed by unanimous vote.

5) Budget and Finance: (i) A motion to pay cash out of the General Reserve Fund to acquire the property at 410 N Rt. 59 was made by Tr. Bolger and seconded by Tr. Baggett followed by unanimous vote. (ii) After agreeing on minor corrections, a motion to pass an Ordinance Authorizing the Acquisition of the property at 410 N Rt 59 was made by Tr. Parro and seconded by Tr. Rolfs, followed by unanimous vote.

6) Police and Public Safety: (i) Police report is on file. (ii) Police committee has decided not to pursue the opportunity to provide police coverage to Deer Park due to the large scope involved. (iii) EMA is scheduling a tornado awareness and training meeting in October.

7) Stormwater Management: No report

8) Health and Sanitation: Including the adult treatment on August 13, 2010, $7,296 year to date has been spent on mosquito abatement. This has been a very bad year. Currently there have been no cases of West Nile Virus in Illinois. This is primarily due to the high amounts of rain. The rain facilitates the maturation of storm water or Aides mosquitoes, but limits the maturation of the Culex species which is known to carry West Nile Virus.

9) Planning Building and Zoning: (i) 3 permits issued, inspections ongoing and no violations reported. (ii) BI Cantieri will issue an occupancy permit to property owners at 608 ELSD. VB discussed neighboring resident’s remaining concerns at great length. The berm was extended to the catch basin at Oxford. An additional catch basin is in the future storm water improvement plans but not likely this year. (iii) After agreeing to minor corrections, a motion to pass an Ordinance amending TL Zoning Regulations 4-1-2, 4-1-5 and 6-1-1 was made by Tr. Rolfs and seconded by Tr. Parro, followed by unanimous vote. The ordinance was the result of recommendations agreed by the B&Z committee at their last meeting. The main changes include addition of clear procedures for issuing temporary occupancy permits, a waiting period for demolition permits, driveway permit clarifications, and a 10% nonrefundable fee to be used toward future road repairs even when no damage is readily apparent. The committee has also recommended a slightly revised administrative policy regarding final inspections and completion bond refunds which should, among other things, remove the need for residents to ask for bond refunds. (iv) A public hearing is set for September 1, 2010 at 7:00 at VH to gather public feedback on the draft Comprehensive Plan.

10) Roads: (i) A fall brush pickup will take place the week following lake clean up. (ii) Tree/ brush pruning continues. $7,200 was spent last month including improving intersection sightlines. (iii) Road patching has been delayed but will start later in August.

11) Grounds: Tr. Parro proposed a plan to add landscape lighting at Paddock and Roberts to improve nighttime visibility.

12) Utilities Management: Water shutoff notices will be sent to several homes with over $16,000 in overdue bills.

13) Urban Forestry: No report

14) Intergovernmental: No report

15) Administrative: Village Hall concrete step repair quote came in at $500-1,000. Board members felt this was high and requested additional quotes.

16) Old Business: Draft lake area Parking Ordinance will be taken up by Police committee next month. 

17) New Business: Draft Fireworks Ordinance was passed out for review and referred to Police committee for discussion and recommendation.

A motion to adjourn at 9:47pm was made by Tr. Rolfs and seconded by Tr. Bolger and followed by unanimous vote.
