VILLAGE OF TOWER LAKES

BOARD MEETING

Date: May 17, 2010

Time: 7:30 pm

Location: Village Hall

1) Roll Call, Pledge, and Sign-In: Meeting called to order at 7:38 pm. President Leitner, Trustees Parro, Baggett, deVries, Merkle, Bolger and Rolfs (late 8:15pm) present.

Also attending: Treasurer Rolfs, Building Inspector Cantieri, Village Clerk Parro, Chief Sinacore, Kathy Pattengale, Karen Yancey, Jacquie Ipsen, Ian Smith and John Messerschmidt.

Kathy Pattengale was sworn in as a member of the Plan Commission, having been appointed by President Leitner with the consent of the Village Board. .

2) Public Comments: Karen Yancey, representing the Barrington Area Conservation Trust, spoke of their interest to pursue grant funds to purchase the Barclay’s Woods subdivision in Tower Lakes, with the intent of preserving it with a conservation easement. The BACT has approved paying for an appraisal. They would like the Village Board to consider agreeing to assist in developing a long range use plan and to eventually take over ownership and long term maintenance costs. The Village Board agreed to study the possibility and discuss at a future meeting.

3) Approval of Minutes: A motion to approve the April 19, 2010 minutes with no changes was made by Tr. Rolfs and seconded by Tr.Baggett , followed by unanimous vote.

4) Treasurer’s Report and Payment of Bills:  A motion to pay monthly bills including the additions of $220.00 to Trees of Green, $108.78 out of the 2005/2006 carryover fund to North Central Reforestation, $3,410 to SK Landscaping from the Water Systems Acct and $630 payment to SK Landscaping out of the Roads Acct. was made by Tr. Parro and seconded by Tr. Bolger, followed by unanimous vote.

5) Budget and Finance: (i) A motion to approve the 2010-2011 Appropriation Ordinance was made by Tr. Baggett and seconded by Tr. Merkle, followed by unanimous vote. (ii) A motion to approve the Certified Estimate of Revenues was made by Tr. Merkle and seconded by Tr. Baggett, followed by unanimous vote.

6) Stormwater Management: Rain storms caused flooding throughout the Village on May 13, 2010. Tr. Bolger received 19 calls from residents and visited each area of concern. In many cases storm drains and ditches needed to be cleared of debris. Work to provide long term remedies is ongoing. All in all, our stormwater management system worked well considering the huge amount of rain that fell in such a short time.

7) Health and Sanitation: The Garbage Tax Ordinance will be passed next month.

8) Roads: A motion to approve the IDOT Appropriation Resolution for Maintenance of Streets, appropriating $50,000 of MFT funds for the Wren Rd paving project was made by Tr. Rolfs and seconded by Tr. Bolger, followed by unanimous vote. This will cover most of the expected project cost, with the remainder coming out of other Road funds.

9) Grounds: Brush pick-up to be the week of May 17, 2010.

10) Police and Public Safety: (i) Report is on file. (ii) A subcommittee meeting was held. The discussion of parking restrictions will continue next month. A proposal to provide police coverage to a neighboring community was also discussed. (iii) Enabled by a new state law backed by BACOG, the VB will look into lowering the speed limit on Indian Trail Rd. VB may also ask the County to study speed limits on Roberts and/or Kelsey Roads.

11) Utilities Management: The external work on the storage tank at Well #3 has been completed. The internal work is in progress. The break in the pipe has been repaired.

13) Urban Forestry: Tower Lakes celebrated Arbor Day on April 24, 2010. The weather was bad so attendance was low. Buckthorn removal will be a priority this year along with new tree planting.  

14) Building and Zoning: (i) Building Inspector Cantieri’s report is on file. (ii) 5 permits were issued, inspections are ongoing and one potential violation to be investigated. (iii) A special joint meeting of the PC and VB will be held May 22, 2010 at Dock’s Bar & Grill to discuss the proposed final amendments to the updated Village Of Tower Lakes Comprehensive Plan.

15) Intergovernmental: Tower Lakes 2010/11 BACOG dues are now $12,000.

16) Old Business/New Business: None

A motion to move into Executive Session at 9:50 pm was made by Tr. Bolger and seconded by Tr.deVries, followed by unanimous vote.

Executive Session was adjourned at 11:03 pm.

A motion to adjourn the VB meeting at 11:04 pm was made by Tr. deVries and seconded by Tr. Merkle, followed by unanimous vote.
