VILLAGE OF
BOARD MEETING
Date: April 19, 2010
Time: 7:30 pm
Location: Village Hall
1) Roll Call, Pledge, and Sign-In: Meeting called to order at 7:32 pm. President Leitner, Trustees Parro, Baggett, Rolfs, Bolger and deVries (late 7:39pm) present. Absent: Trustee Merkle.
Also attending: Treasurer Rolfs, Building Inspector Cantieri, Village Clerk Parro, Chief Sinacore, Plan Comm. Chair Jeff Dehnert, EMA Director David Blake and Jenna Haskitt representing Pioneer Press.
2) Public Comments: (i) David Blake was sworn in as the EMA Director. (ii) Plan Comm. Chair Dehnert reported that the PC has completed its review of the edits and comments made by the VB to the Draft Comprehensive Plan and recommended a joint meeting of the PC and VB to finalize the CP. Tentative date scheduled for May 22, 2010.
3) Approval of Minutes: A motion to approve the March 15, 2010 minutes with no changes was made by Tr. Bolger and seconded by Tr. Parro, followed by unanimous vote.
4) Treasurer’s Report and Payment of Bills: A motion to pay monthly bills as presented was made by Tr. deVries and seconded by Tr. Bolger, followed by unanimous vote.
5) Budget and Finance: (i) A motion for Treas. Rolfs to transfer from the General Fund $10,000 to General Reserve Fund, $3,000 to the Police Accrual Fund, $75,000 to the Roads Fund and $49,700 to the Carryover Fund was made by Tr. Baggett and seconded by Tr. Parro, followed by unanimous vote. (ii) A motion to approve the 2010/11 budget as presented was made by Tr. Baggett and seconded by Tr. Rolfs, followed by unanimous vote. (iii) A motion to approve the Water System 2010/11 budget was made by Tr. deVries and seconded by Tr. Baggett followed by unanimous vote. (iv) Treas. Rolfs is moving General Fund Money Market funds to the checking account.
6) Stormwater Management: Tr. Bolger met with Cuba Township Road District Supervisor Tom Gooch in order to prioritize 2010 projects. Work will start next week on Indian Trail. A catch-basin in the 500 block of ELSD is collapsing and will be repaired.
7) Health and Sanitation: No report
8) Roads: Brush pick-up is scheduled for week of May 17th. Grassy areas on shoulders of roads that were paved in the fall were damaged and will be fixed and reseeded. Damage that was caused by snow plows is also being repaired.
9) Grounds: Mowing has started. Village landscape contractors will use phosphorous-free fertilizer.
10) Police and Public Safety: (i) Report is on file. (ii) On April 25 all TL Police officers will receive training on civil liability and risk management. (iii) Cmdr. Colatorte has resigned in order to pursue another opportunity with another law enforcement agency. The VB thanks him for his service to our community and wishes him well. (iv) The Roads and Police sub-comm. will discuss in further detail a proposed parking restrictions ordinance designed to reduce fishermen trespassing on TLIA property by requiring permits for non-resident parking near the main lake.
11) Utilities Management: (i) Water main flushing will begin April 20, 2010. (ii) A resident volunteer is working with Tr. deVries to examine gas lamp usage. Gas lamps throughout the Village are being tested and identified as working or needing repair.
13) Urban Forestry:
14) Building and Zoning: (i) Building Inspector Cantieri’s report is on file. (ii) 3 permits were issued, inspections are ongoing and no violations to report.
15) Administrative: No report
16) Old Business/New Business: A motion to pass an
Ordinance Amending Title 1, Administration Of the Tower Lakes Village Code “re:
New Chapter 11, Freedom of Information Act Rules and Regulations” was made by
Tr. Rolfs and seconded by Tr. Bolger, followed by unanimous vote with Tr. Parro
abstaining.
A motion to adjourn at 8:57pm was made by Tr. Rolfs and seconded by Tr. Bolger, followed by unanimous vote.
