VILLAGE OF TOWER LAKES

BOARD MEETING

Date: March 15, 2010

Time: 7:30 pm

Location: Village Hall

1) Roll Call, Pledge, and Sign-In: Meeting called to order at 7:32 pm. President Leitner, Trustees Parro, deVries, Merkle, Baggett, and Bolger present. Absent: Trustee Rolfs.

Also attending: Treasurer Rolfs, Building Inspector Cantieri, Village Clerk Parro, Chief Sinacore, TLIA President Susan Dehnert and Bob Rucker from the Wauconda Fire Dept.

2) Public Comments: TLIA President Susan Dehnert gave an update as to what TLIA is doing regarding trolling motors.

3) Approval of Minutes: A motion to approve the February 22, 2010 minutes with no changes was made by Tr. deVries and seconded by Tr.Bolger, followed by unanimous vote.

4) Treasurer’s Report and Payment of Bills: (i) A motion to pay monthly bills with the addition of $175.00 to Building Inspector was made by Tr. Merkle and seconded by Tr. Baggett, followed by unanimous vote.

5) Budget and Finance): Budget for 2010 will be voted on next meeting. Treasurer is waiting for latest income estimates from State revenue sharing.

6) Stormwater Management:  Nothing to report

7) Health and Sanitation: Garbage Tax Levy Ordinance will be passed in May.

8) Roads: Damage from snow plows will be repaired at sites where reported throughout the Village.

9) Grounds: The contract with SK Landscaping was renewed for 2010 with no price increase.

10) Police and Public Safety: (i) Report is on file. Chief Sinacore presented a proposed Social Hosting Ordinance. It was decided that more review of existing laws is needed before the VB will consider passing this ordinance.

11) Utilities Management:  (i) Water main breaks at Tomahawk/ Leon and also at Edward/ Gateway have been repaired. (ii)Well #3 at Indian Trail was capped. The well at Pebble Creek will also be capped when weather permits.

13) Urban Forestry: (i) Tower Lakes will celebrate Arbor Day on April 24, 2010. TL will hand out seedlings and discuss recycling and composting. (ii) A Resolution Supporting the Use of Phosphorous Free Fertilizers was first modified and then passed by the VB.

14) Building and Zoning: (i) Building Inspector Cantieri’s report is on file. (ii) 1 permit was issued, inspections ongoing and no violations to report. (iii) A letter is being drafted and will be sent out to residents who have done remodeling work and did not obtain permits. (iv) A standardized procedure will be created for Occupancy Permit issuance.

15) Administrative: A proposed Ordinance Amending Title 1 “Administration of the Tower Lakes Village Code” (FOIA Regulations) was discussed. The Village Atty. recommends adopting this ordinance. No action was taken pending clarification if such Ordinance is required by the State or if an office procedure will suffice.

16) Old Business/New Business: None

A motion to adjourn at 9:19 pm was made by Tr. Parro and seconded by Tr. deVries, followed by unanimous vote.
