VILLAGE OF TOWER LAKES

BOARD MEETING

Date: February 22, 2010

Time: 7:30 pm

Location: Village Hall

1) Roll Call, Pledge, and Sign-In: Meeting called to order at 7:32 pm. President Leitner, Trustees Parro, Rolfs, deVries and Bolger (late 7:44pm) present. Absent, Trustee Baggett.

Also attending: Treasurer Rolfs, Building Inspector Cantieri, Village Clerk Parro, and Chief Sinacore.

2) Public Comments: None

3) Approval of Minutes: A motion to approve the January 18, 2010 minutes with no changes was made by Tr. Rolfs and seconded by Tr. Parro, followed by unanimous vote.

4) Treasurer’s Report and Payment of Bills: (i) A motion to pay monthly bills with the deletion of payment to Gewalt Hamilton for the amount of $953 was made by Tr. Merkle and seconded by Tr. Rolfs, followed by unanimous vote.

5) Budget and Finance): (i) State income tax share for Tower Lakes is now projected to be 20% less and State payments are late. Next fiscal year budget is expected to be tight as a result. (ii) Approval was granted to Treas. Rolfs to transfer $130,000 from Illinois Funds to the General Fund cash account. (iii) A Finance Committee budget planning meeting is scheduled for March 1, 2010 at 7:30pm at the Village Hall. VB plans to vote on the budget in April, 2010.

6) Stormwater Management:  A prioritized list of projects for next year, along with a proposed budget, has been prepared.

7) Health and Sanitation: The referendum for Garbage Tax was passed in the February 2010 election. The related Ordinance will be discussed in May.

8) Roads: Snow and ice removal is in progress.

9) Grounds: (i) A budget for next fiscal year has been developed. (ii) President Leitner suggested promoting the fact that the Village has been using non-phosphorus fertilizer. A possible Resolution on fertilizer may be discussed next month.

10) Police and Public Safety: (i) Report is on file. (ii) Resident David Blake has agreed to assume the position of EMA director.  (iii) A letter is being sent to residents who are delinquent in paying vehicle stickers. Tickets will be issued to residents who do not have vehicle stickers displayed.

11) New Business: Tr. Parro led a discussion of new 2010 Illinois Freedom of Information Act (FOIA) requirements, having attended a BACOG-sponsored symposium. Required postings, including instructions to Requestors and a Village Profile, plus a new FOIA request form, have been prepared and were shared with the Board for comment.  The FOIA form has space to be used for office tracking of each request. President Leitner has appointed Deputy Clerk Baggett, police Commander Colasuono and Sgt. Misurelli as FOIA officers. Chief Sinacore reported the latter two have completed certification training, which must be repeated annually. Trustees were encouraged to also take the online training to better understand the requirements.

12) Utilities Management: (i) Tr. deVries discussed the application to Representative Bean’s office for stimulus grant funding for water system improvements. (ii) The contract with Manhard Engineering expired in December 2009 and has been extended month to month. A new multi-year contract is under discussion.

13) Urban Forestry: Tower Lakes will celebrate Arbor Day on April 24, 2010.

14) Building and Zoning: Building Inspector Cantieri’s report is on file. 4 permits were issued, inspections ongoing and no violations to report.

15) BACOG Report: President Leitner and Tr. Parro reported on the January BACOG meeting which was the conclusion of the facilitated discussion on the future and dues structure of BACOG. Final decision is not made yet but Tower Lakes dues will likely increase.

16) Old Business: None

A motion to adjourn at 9:15pm was made by Tr. Rolfs and seconded by Tr. deVries followed by unanimous vote
