VILLAGE OF
BOARD MEETING
Date: November 16, 2009
Time: 7:30 pm
Location: Village Hall
1) Roll Call, Pledge, and Sign-In: Meeting called to order at 7:32 pm. President Leitner, Trustees Parro, Rolfs, Baggett and deVries (late 7:50 pm) present. Trustees Merkle and Bolger absent.
Also attending: Treasurer Rolfs, Building Inspector Cantieri, Village Clerk Parro, Chief Sinacore, PC Chair Jeff Dehnert, Dan Spies Consultant, PC members Randy Young, Bob Brown, Jacquie Skurla, Barb Kolasinski and TLIA board member Andy Hay.
2) Public Comments: None
3) Building and Zoning: Jeff Dehnert introduced Dan Spies who made a presentation to the VB about the process used to formulate the draft revision of the Comprehensive Plan. Hard copies of the draft were distributed to Board members with feedback due by December 1st. The PC agreed to meet with the VB at a special meeting to edit the document.
Building Inspector Cantieri’s report is on file. 6 permits were issued, inspections ongoing and 1 violation reported.
4) Approval of Minutes: A motion to approve the October 2009 minutes with changes amended by Tr. deVries in section 4 was made by Tr. Rolfs and seconded by Tr. Baggett followed by unanimous vote.
5) Utilities Management: (i) A few water main breaks were reported and repaired. Updated water map information will be reported to J.U.L.I.E. (ii) Manhard issued warning and water shut off letters to residents who are delinquent in paying bills. (iii) Fire hydrant reported missing last month was a false alarm.
6) Treasurer’s Report and Payment of Bills: (i) A motion to pay monthly bills with the addition of Blackboard Connect for $1,000 was made by Tr. Baggett and seconded by Tr. deVries, followed by unanimous vote. (ii) Waiting on information from the County and Township Assessor in order to complete the figures for the Tax Levy Ordinance. The December Board meeting will be advanced one week to December 14, 2009 in order to get the Ordinance to the County on time.
7) Budget and Finance: No Report
8) Police and Public Safety: (i) Report is on file. (ii) EMA meeting to be held December 7, 2009. (iii) A mandatory Live Simulations Training Class for all TL officers will take place on November 22, 2009.
9) Roads: (i) Two stop signs fixed. (ii) Fall brush pick-up done for $1,200 by Trees of Green. (iii) New road shoulder seeding completed. Any damage to new shoulders will be fixed in the spring where needed.
10) Grounds: American Elm
behind the Village Hall was pruned and treated.
11) Stormwater Management: No Report
12) Health and Sanitation: No Report
13) Urban Forestry: The Tree Commission proposed new amendments to the Tree Ordinance. This change is intended to discourage the cutting down of healthy large diameter trees. The VB was requested to review and comment. Three new Tree Comm. members will be sworn in next month.
14) Administrative/Legal/Outside: None

16) New Business: At the request of BACOG, two
Resolutions were passed: One honoring Kurt O. Thompsen
and the other honoring the Law firm of Zukowski,
A motion to adjourn at 9:35 pm was made by Tr. Parro and seconded by Tr. deVries, followed by unanimous vote.
