VILLAGE OF TOWER LAKES

BOARD MEETING

Date: October 19, 2009

Time:  7:30 pm

Location: Village Hall

1) Roll Call, Pledge, and Sign-In: Meeting called to order at 7:35pm. President Leitner, Trustees Bolger, Parro, Baggett, Rolfs, deVries and Merkle present.

Also attending: Treasurer Rolfs, Building Inspector Cantieri and Village Clerk Parro.

2) Public Comments: None

3) Approval of Minutes: A motion to approve the September 2009 minutes as presented was made by Trustee Rolfs and seconded by Trustee Bolger followed by unanimous vote.

4) Utilities Management: i) Water main breaks at Edward Ln. and Kelsey Rd were identified and repaired. Well #1 worked well as a back up as repairs were made. ii) Trustee Bolger will follow up with TLIA to put drainage tiles into trench dug on lake clean up day to relieve drainage issue on the nature path. iii) SK Landscaping will provide snow plow services to our Well houses  and bike path again this year at no rate increase. iv) Stimulus package application is complete. Manhard will file with the IEPA this week. v) A resident reported that a fire hydrant was removed by unknown parties this week, a police report was filed. vi) Well # 3 & 4 will be capped with a tank to be refurbished for use as backup storage.

5) Building and Zoning: Building Inspector Cantieri’s report is on file. 3 permits issued, inspections ongoing and no violations reported.

6) Treasurer’s Report and Payment of Bills: A motion to approve the payment of monthly bills as presented was made by Tr. Bolger and seconded by Tr. Parro followed by unanimous vote.

7) Budget and Finance: A motion to adopt an Ordinance Amending Village of Tower Lakes Village Code re: Title 1, New Section 1-6-12, “Unpaid Check Fees” was made by Tr. Merkle and seconded by Tr. deVries, followed by unanimous vote. This allows fees to be charged to recover costs incurred on NSF checks paid to Village or Water Co.

8) Police and Public Safety: i) EMA Comm. is still looking for a new Director. ii) H1N1 update information will be put onto the Village website by Tr. Parro. iii) Police report is on file.

9) Roads:  i) The 2009 road paving project is completed with some minor shoulder work ongoing. First bill for approx. half has been invoiced and will be paid. ii) Motion by Tr. Parro to direct Treasurer to transfer $170,000.00 from IL Funds MFT Acct to BB and Trust MFT checking acct., as previously authorized in letter from IDOT, followed by unanimous vote. iii) $2,400 of tree pruning was done on Leon Dr., Barsumian Park perimeter and other areas. iv) A stone wall will replace the wood fence barrier on West Lake Shore Dr. at Summit once the new home construction at 229 West Lake Shore is completed next year.

10) Grounds: i) A one time special weed trimming was conducted at various right of way locations around the Village. ii) Landscape repair was completed at the site of the new tornado siren. iii) A private contractor will be hired for the October 29 brush pickup due to conflict with Cuba Township winter preparations.

11) Stormwater Management: No more work will be completed this season. 2009 projects were completed well under budget. Tr. Bolger will look at funds to be carried over or released for other projects next year once 2009 bills are paid.

12) Health and Sanitation: A motion to pass the revised version of an Ordinance Providing For And Requesting The Submission Of A Proposition To Authorize A New Tax Rate Under The Property Tax Extention Limitation Law was made by Tr. Rolfs and seconded by Tr. Merkle followed by unanimous vote. This re-vote was necessitated by minor language changes made by Lake County officials, including revised date for Referendum to Feb 2, 2010.

13) Urban Forestry: Special thanks to Tom Hannagan and the members of the Tree Comm., Tom Spicer Tom Groh, and all the volunteers who planted trees throughout the Village. Next spring, buckthorn will be targeted for removal at several locations.

14) Administrative/Legal/Outside: None

15) Old Business: None

16) New Business: Tr. Parro mentioned that the Village will need some ordinance and procedure changes by year end to comply with new State Freedom of Information Act law. Village Atty. is aware and is working on it.

A motion to adjourn was made at 8:56pm by Tr. Rolfs and seconded by Tr. Parro, followed by unanimous vote.
