VILLAGE OF TOWER LAKES
BOARD MEETING
Date: July 20, 2009
Time: 7:30 pm
Location: Village Hall
1) Roll Call, Pledge, and Sign-in: Meeting called to order at 7:30 pm. President Leitner, Trustees Bolger, deVries, Baggett, Rolfs, Parro and Merkle present.
Also attending: Treasurer Rolfs, Building Inspector Cantieri, Village Clerk Parro, Chief Sinacore, Plan Comm. Dehnert, Rick Leber, Terry Gromm and Bob Crimmins, Bob Brown, Janet Agnoletti.
2) Approval of Minutes: A motion to approve the June 2009 Minutes with no changes was made by Tr. Bolger and seconded by Tr. Merkle, followed by unanimous vote.
3) Utilities Management: Rick Leber from Manhard gave a Stimulus Package update.
4) Building and Zoning: (i) Jeff Dehnert Plan Comm. Chair gave an update and recommended the VB approve several changes amending Title 10 of the Tower Lakes Zoning Ordinance, including an impervious surface limit. (ii) A motion to accept the Plan Commission’s recommendations to approve and amend Title 10 of the Tower Lakes Zoning Ordinance was made by Tr. Bolger and seconded by Tr. Baggett followed by a roll call vote, all in favor with Tr. Merkle abstaining. (iii) Building Inspector Cantieri submitted his report. Eleven inspections and three permits were issued.
5) Treasurer’s Report and Payment of Bills: (i) A motion to approve the payment of monthly bills with 2 additions was made by Tr. Parro and seconded by Tr. deVries, followed by unanimous vote. (ii) Treasurer Rolfs asked for and received approval to switch money from the General Reserve Fund into “jumbo cd’s” paying higher interest.
6) Roads: Road patching and sign repairs continue. Cuba Township Road Dist. Interns are updating VTL’s sign inventory, linking it to GIS and conducting State required reflectivity analysis, all at no charge. 7 bids came in for 2009 paving program ranging from $348,000-$470,000. Engineers estimate was $353,275. Accepted Cuba Township’s recommendation to award to the low bidder.
7) Grounds: Dead trees removed on South Hills, Oxford and Village Hall. Began Dutch Elm preventative applications on specimen American elm behind the Village Hall. Extensive safety and esthetic pruning on Warwick, Oxford, Devonshire, Melrose, Cambridge, East Tower, Roslyn, East Lake Shore and West Lake Shore. More will be done in other areas in the coming weeks. Elms will not be pruned until winter. Berm on Rt. 59 S of Essex is being prepared for mulching. A Grounds Committee planning meeting with volunteers and TLIA will be held July 21 at 7:30 pm, to discuss rear of VH and other areas.
8) Police and Public Safety: (i) Report is on file. (ii) The State Police will audit the TLPD July 21, 2009. This audit is done every 3 years to every law enforcement agency in the state. This audit is to ensure that agencies are compliant with state policies and procedures, and to ensure the quality and accuracy of records. (iii) The tornado siren is up and operational. (iv) Port Barrington disbanded their police force July 17, 2009. A proposal is being developed to offer police coverage by TLPD.

14) BACOG Presentation-Groundwater: BACOG Executive Director Janet Agnoletti made a presentation on BACOG’s initiative to research and map area aquifers. The final part of the presentation will be shown at the August meeting.
