VILLAGE OF TOWER LAKES

BOARD MEETING

Date: June 15, 2009

Time: 7:30pm

Location: Village Hall

1) Roll Call, Pledge, and Sign-In: Meeting called to order at 7:30 pm. President Leitner, Trustees Bolger, deVries, Rolfs and Parro present. Trustees Merkle and Baggett absent.

Also attending: Treasurer Rolfs, Building Inspector Cantieri, Village Clerk Parro and Chief Sinacore.

Trustees Bolger, deVries and Rolfs, who were elected in April, were sworn in and all May votes were ratified.

2) Approval of Minutes: A motion to approve the May 2009 Minutes with no changes was made by Tr. deVries and seconded by Tr. Bolger, followed by unanimous vote.

3) Building and Zoning: Dan Spies has resigned from the Plan Commission. A motion to approve the expenditure of $3,500.00 to hire PCR Inc./ Dan Spies as a consultant to finish work on the Comprehensive Plan update was made by Tr. Rolfs and seconded by Tr. Bolger and followed by unanimous vote.

Building Inspector Cantieri’s report is on file. 4 permits were issued and inspections are ongoing.

4) Treasurer’s Report and Payment of Bills:  A motion to approve the payment of monthly bills with the charge of $8,320.00 to Bucom  to be paid out of the Carryover Fund instead of the General Fund was made by Tr. Bolger and seconded by Tr. deVries followed by unanimous vote.

5) Budget and Finance: The VB authorized the transfer of $150,000 from the General Fund checking account to a Money Market Fund to earn higher interest.

A motion to adopt the 2009-10 Appropriation Ordinance in accordance with state law, was made by Tr. Parro and seconded by Tr. Bolger followed by unanimous vote.

A motion to pass a Resolution on Prevailing Wage Rates in compliance with State law was made by Tr. Parro and seconded by Tr. Rolfs followed by unanimous vote.

6) Public Comments: Wendell Davis, Partnership Specialist with the 2010 US Census made a presentation. The Village Board strongly agreed that getting the count right is vitally important to the Village finances as well as the Federal Government’s purposes.

7) Police and Public Safety: The Police report is on file. (i) The Tornado Siren is expected to be installed by the end of June 2009. (ii) On June 7, 2009 the TL Police Dept recertified our officers on non lethal tazer operations. (iii) The Lake County Chief’s Assoc. provided all Dept’s with information to assist officers on hidden compartments in different makes and models of vehicles. (iv) Bicycle helmets are available at the TL Police Dept. for any youth that does not have a helmet at the cost of $3.75 per helmet. (v) The TL Police Dept. will once again assist the Wauconda Police Dept during Wauconda Fest June 27 and 28, 2009. (vi) The World Health Organization has raised alert to Phase 6 officially declaring a flu pandemic for the H1N1 virus. (vii) Chief Sinacore submitted the Annual Police report for May 2008- April 2009 to the VB.

8) Utilities Management: A motion to adopt an Ordinance amending the Village of Tower Lakes Code (re: Title 11, “The Village Water System”) with one change at 11-2-10 was made by Tr. Bolger and seconded by Tr. Rolfs followed by unanimous vote.

9) Roads: More street patching was done throughout the Village. $2,200 more was spent on tree removal and safety pruning in Fenview and other sites around the Village. The bids for the 2009 Paving Program are not in yet. A new street map will be ready by the end of July 2009.

10) Grounds: All monument lights are now repaired except one. A non-phosphorous weed and feed was done on the Village Hall property. The county will mow all high grass along Kelsey & Roberts soon. TLIA Beautification Comm. finished planting flowers at the Village Hall and monuments. VB members noted what a great job was done.

11) Stormwater Management: (i) Routing work was done at the culverts by the tennis courts to improve drainage at the cost of $1,500, well below the projected repair cost of $35,000.  After 2 rains the culvert is draining well. (ii) Road collapse at ELSD and Melrose was patched and will be permanently fixed in July.

12) Health and Sanitation: no report

13) Urban Forestry: Tree Committee will meet soon to resume reviewing potential additions to Tree Ordinances. There are 2-3 planting sites in Fenview for which the Village Forrester has made recommendations on species.

14) New Business: BACOG is changing it’s dues structure, but Tower Lakes will still pay the smallest dues.

15) Old Business: None.

A motion to adjourn was made at 9:33 pm by Tr. Rolfs and seconded by Tr. Bolger, followed by unanimous vote.
