1) Roll Call, Pledge and Sign-in: Attendance: President Leitner, Trustees Bolger, deVries, Parro and Merkle. Absent: Trustees Bagett and Fitzgibbons.
Building Inspector Cantieri, Village Clerk Parro, Treasurer Rolfs and Chief Sinacore.
2) Public Comments: None
3) Administration and Legal: None
4) Approval of Minutes: A motion to approve the September 2008 minutes was made by Tr. Parro and seconded by Tr. Bolger and followed by unanimous vote.
5) Building and Zoning: (i) Building Inspector Cantieri’s report is on file. (ii) Four building permits were issued. Inspections are ongoing and the driveway permit violation has been paid. (iii) A proposed ordinance was presented to clarify that driveway repairs require permits and that not all driveways require culverts. (iv) A motion to adopt an ordinance amending the Village of Tower Lakes Village Code re Sections 4-1-2,4-1-5,6-1-1, with 3 edits to the draft text was made by Tr. Parro and seconded by Tr. deVries followed by unanimous vote.
6) Treasures Report and Payment of Bills: A motion to pay the monthly bills with 2 additions; Anthony Cantieri $350.00 and Sabatello Tree Service $1,200.00 was made by Tr. Bolger and seconded by Tr. Parro and followed by unanimous vote.
7) Budget and Finance: (i) A motion to pass a Resolution for the estimate of the amount of tax levy, in compliance with the requirements of the truth in taxation act was made by Tr. Merkle and seconded by Tr. Bolger and followed by unanimous vote. (ii) Finance subcommittee meeting was held September 30 to discuss the safety of the bank that the Village funds are deposited in and the idea of moving some deposits to accounts that are administered by the State. It was decided to seek the advice of former Village President and financial consultant Brian Gidley. Tr. Merkle reported that he and President Leitner held a conference call with Brian Gidley and he advised to stay with the current policy, for several reasons.
8) Police and Public Safety (i) Police report is on file. (ii) A Police subcommittee meeting was held with discussions taking place concerning tornado siren and red light camera projects. Recommendations on these issues will be made next month.
9) Utilities Management: One water main break occurred at Edwards and Gateway. The water system was down for 20 minutes while repairs were made. The road damage was minimal and patched with gravel. In the spring, road patching will be made with asphalt. (ii) Manhard has finished the re-mapping water atlas. The next priority is to identify all valve and pipe locations and identify those in need of repair and locations to add valves. This will be done by next month.
10) Roads and Right of Way: Brush pickup was done October 6. Misc. tree trimming and removals were done along with repairing of numerous road sign poles. Road patches were made in 3 locations.
11) Grounds: SK Landscaping made a one time clean-up at various locations to cut back tall grass and weeds. Repairs are being made to entrance lights.
12) Stormwater Management: Subcommittee
meeting was held October 7. Discussion took place on year to date programs and
re-prioritization of programs. The
13) Health and Sanitation: Completed the mosquito
abatement program for 2008 under budget. Garbage rates went up 3% on October 1
in accordance with their contract. Recycling rates in
14) Urban Forestry: 60 plus trees were planted under the Village 50/50 subsidy program.

A motion to adjourn was made at 9:09 pm by Tr. Parro and seconded by Tr. Bolder, followed by unanimous vote.
