Call, Pledge and Sign In: Attendance; Trustees Bolger (President Pro-Tem), Merkle,
Parro, Baggett and Fitzgibbons. Absent; Tr. deVries, Pres Leitner. Trustee
deVries arrived at 7:41 pm
Building Inspector Cantieri, Village Clerk Parro, Treasurer Rolfs,
Police Chief Sinicore and Dave Cunnard

Public
Comments: None
4.)
Approval
of Minutes: June 2008 postponed until August meeting. A revised copy is
needed and changes and corrections were requested.
5.)
Building
and Zoning : (i) See Inspectors Report On File (ii) 8 permits issued,
ongoing inspections, 1 Violation- driveway installed without permit
6.)
Treasurer’s
Report/Payment of Bills : (i) A motion by Tr. Parro and seconded by Tr.
Merkle to approve the monthly expenditures as presented with the following
changes: Cuba Township Highway Road Fund $2,989.24 to be paid out of Carryover
Account for Stormwater instead of the General Fund. Diemer Plumbing &
Excavating, LTD $2,634.40 to be paid out of Carryover Account for Stormwater instead
of the General Fund. Add quarterly payment of $210.00 to President Leitner for
gas and phone expenses. Add payment to Tom Spicer of $3,995.00 for landscaping
services and materials but withhold payment until receipt of new invoice.
7.)
Budget
& Financing : (i) Finance Committee meeting to be held at a date to be
determined by Tr. Merkle to discuss moving some Village Reserve Funds from
Barrington Bank & Trust to Illinois Funds. (ii) Yearly audit is complete.
Report to be presented next month.
8.)
Police
& Public Safety : (i) A motion to approve an Ordinance Authorizing The
Sale Of Surplus Personal Property Owned
By The Village Of Tower Lakes re: abandoned bicycles was made by Tr. Baggett
and seconded by Tr. Merkle. Vote All yeahs. (ii) See Police Report on File. There
were 179 activities for the month. 2 issues outstanding; Red Light Cameras and
Tornado Siren. Some discussion was held on planned location for medicine
storage and distribution for pandemic flu, unique to Tower Lakes.
9.)
Utilities
Management : (i) Water main break on Circle Dr. caused damage to homeowner
septic system. (ii) Several power outages over several days prompted Com-Ed to
study situation. They made some repairs to the system and will trim more trees
soon. (iii) Some discussion took place of forming a committee to oversee the
water company. (iv) New locks were
installed at all well houses. (v) Well #3 is not in operation at this time and
is difficult to re-hab. Well #1 could be upgraded to back up Well # 5. Boysen
Engineering continuing to study system.

Roads
& Right Of Way : Some patching done the week of July 1. Several tree
removals and extensive safety pruning done in July with more pending.
11.)
Grounds
: (i) Much discussion about landscape planning. (ii) Suggestion was made to ask
President Leitner to form a Grounds Committee. (iii) President Pro-Tem Bolger
asked Tr. Parro to head this and recommend scope and other members by August
meeting.
12.)
Stormwater
Mangement : 1 project ongoing on Rolling Green. Running thin on budget with
some big issues to address on West Lake and East Tower. Ongoing discussions
with Cuba Township and their engineers to study design.
13.)
Health
& Sanitation : Bad mosquito year. Trying to walk fine line of keeping
mosquito’s under control while not spraying too often. 5 of 9 treatments used
so far.
14.)
Urban
Forestry : (i) Some discussion about combining Tree and Grounds. (ii)
Obtained a copy of North Barringtons Tree Ordinance to aid in revising Tower
Lakes Tree Ordinance. (iii) Fenview-diseased and dying trees. Tr. Parro asked
Arborist Rich Bergland to recommend actions.

Business : None

New
Business : A new street, Abby Court, to be built in Glen Geary Brae. Tr.
Parro to set up a meeting with
developer, Village and Baxter Woodman.
Motion to adjourn at 9:00 pm made by Tr. Fitzgibbons and seconded by
Tr. Parro and followed by unanimous vote.
