VILLAGE OF TOWER LAKES BOARD MEETING

1.)        Roll Call, Pledge and Sign In:  Attendance; President Leitner; Trustees Merkle, Parro, deVries, Bolger, Building Inspector Cantieri, Village Clerk Peterson, Treasurer Rolfs, Police Chief Sinacore, Absent; Tr. Baggett, Fitzgibbons.

 

2.)        Public Comments:   None

                                                            

3.)        Approval of Minutes:  A motion to approve minutes by Tr. Bolger seconded by Tr.  Merkle, and followed by a unanimous voice vote.

 

4.)               Building and Zoning:  (i)  Plan Commission will meet on 6/12 for public hearing regarding zoning ordinance amendment. (ii)   Building Inspector’s report is on file. 

 

5.)               Treasurer’s Report:   A motion by Tr. Merkle, seconded by Tr. Bolger, to approve the monthly expenditures as presented with the addition of $400.67 to Bob Brown for Plan Commission reimbursement from the Carry Over Fund followed by a roll call vote:  Yeas; Tr. Bolger, Tr. Merkle, Tr. Parro, Tr. deVries, Nays; None, Absent; Tr. Fitzgibbons, Tr. Baggett.

 

 

6.)               Budget & Finance:  (i) Treasurer Rolfs will transfer $36,000 to General Reserve as per the fiscal 2008 budget. (ii)  Discussion pertaining to current franchise agreement with utilities. (iii) Tr. Merkle proposed the village allocate funds to landscape and maintain village property at the monument entrances and traffic islands.

 

 

7.)               Police and Public Safety:  (i) No Report, (ii) Monthly report on file.  (ii) Chief Sinacore presented an Ordinance for the sale of a vehicle.  Tr. Parro motioned seconded by Merkle followed by a roll call vote:  Yeas:Tr. Parro, deVries,  Tr. Bolger, Tr. Merkle, Nays; None; Absent; Tr. Fitzgibbons,  Tr. Baggett.  (iii) As reported last month, there are bicycles unclaimed by the police department.  If these bikes are not claimed they will be auctioned off.

 

 

 

 

8.)               Emergency Management:  (i) Working closely with Wauconda Emergency Management including sharing resources, training sessions.  Involved with the Lake County Emergency Management Team.  (ii) Researching options for an Emergency Siren for Tower Lakes and a generator.  (iii) Looking towards developing some educational information for residents. (iv) Connect CTY (Reverse 911) link is now available on the website allowing residents to update their information online.  (v) A representative from Red Cross will be speaking to the committee in the beginning of July.

 

 

9.)               Utilities Management:  (i) Manhard as been in the community mapping the water system.  As part of this process, please do not remove any blue flags or blue paint you may see.  Currently they are 50% completed with this project.  (ii)  Moving forward with plans to renovate well number three.

 

 

10.)           Road & Right of Way:  (i) Spring Brush Picked up on May 8th.  There will be a fall brush pick up. (ii) There are 4 Priority areas for road repaving in 2008.  The price of asphalt has gone up 50% from 2007 which will limit the amount of paving projects that will be completed in 2008. (iii) The streets of Tower Lakes are going to be swept free of charge by Cuba Township over two nights in the near future.  (iv) The 2008 pot hole patching program is beginning.  (v)  There is a water valve and an existing patch at North Lake Shore Drive sink hole.   

11.)           Grounds:  The mowing program began with SK. 

 

 

12.)           Stormwater Management: (I)Tr. Bolger met with Tom Gooch to review projects for 2008 and Cuba Township will respond with a quote. Clark 800 # is on the website. 

 

 

13.)           Health & Sanitation:  No Report

 

 

14.)           Urban Forestry: (i)  Arbor Day was a great success.  A  Big Thank you to Tom Spicer!  Tree Commissioner, Tom Hannigan, arranged to have all the trees available.  (ii)  President Leitner is appointing Mel Ott and Patrick Hannigan to the Tree Commission, bringing the total members to 5.  (iii) The tree committee will be working on preparing the tree ordinances. 

 

 

15.)           Administration/Legal/Outside: (i) Pres. Leitner informed the board a  CN Letter indicated their impact study will project out to 2015. 

16.)           Old Business:  An offer was submitted Friday, May 16th.  At this time Pres. Leitner is awaiting a response.

 

 

17.)           New Business:  Pres. Leitner introduced the idea of a Tower Lakes Drain Project .  Would like TLIA and the Village to commit to working together to control what is flowing into Tower Lakes.  (iii) Pres. Leitner received a call the people interested in purchasing the 13 acre parcel located in the East side of 59 north or Roberts Road .  They are proposing 20 half acre ranch style senior community. (iv) Pres. Leitner would like to see the 2008/2009 budget published in the newsletter and posted on the website.  Tr. Merkle recommended posting the 2007/08 budget reflecting the audited budget.
