VILLAGE OF TOWER LAKES BOARD MEETING

 

Date:   February 18, 2007

Time:  7:30pm

1.)               Roll Call, Pledge and Sign In:  Attendance; President Leitner (call in); Trustees Merkle, Parro, deVries, Baggett, Bolger, Building Inspector Cantieri, Village Clerk Peterson, Treasurer Rolfs.  Police Chief Sinacore, Absent;  Tr. Fitzgibbons

 

2.)               Public Comments: None

 

3.                  Approval of Minutes:  A Motion to approve minutes, with the correction of the Cuba roads website to cubaroads.com located in #9 item (i), was made by Tr. Parro, seconded by Trustee deVries and followed by a unanimous voice vote.

3.)               Building and Zoning: (I)  See Inspectors Report on File  (ii) Ordinance amending Section 10-9-3 “ Notice to Property Owners in the Vicinity”, of Title 10, Zoning Regulations”.  A motion was made by Tr. Parro Seconded by Tr. Bolger to recommend the Plan Commission conduct a public hearing with the change keeping the 2nd strike out.  Vote:  Yeas; Merkle, Parro, deVries, Bolger, Nays; Tr. Baggett,  Absent; Fitzgibbons. (iii) Ordinance amending Chapter 6 and Chapter 9 of Title 10, “Zoning Regulations”. A motion was made by Tr. Bolger and 2nd by Tr. Merkle, consideration of the ordinance be deferred until the March Meeting.  Unanimous Voice Vote.  The Board recommends the chairman of the Building and Zoning Subcommittee have a meeting and invite all the trustees to discuss this ordinance.  (iv)  Ordinance amending Section 1-4-1 of Chapter 4 amending Section 1-4-1 of Chapter 4, General “Penalty”  a fine not less than One Hundred Dollars ($100.00) and not more than Seven Hundred Fifty Dollars ($750.00).  A separate offense shall be deemed committed for each day on which a violation occurs or continues.  A motion to approve the amendments to Section 1-4-1 was made by Tr. Bolger and seconded by Tr. Baggett  Yeahs Parro, deVireis, Baggett, Bolger; Nays;  None, Abstain; Tr. Merkle.  Absent Tr. Fitzgibbons.

President Leitner left the meeting at 8:17pm

5.)        Treasuruer’s Report:  (I)  A motion  by Tr.  Parro and seconded by Tr. Baggett to approve the monthly expenditures as presented with the change reducing the check to Manhard from $6,049.72 to  $4,191.  Yeahs:  Tr Boger, Merkle  Parro, deVries, Baggett Nays: None; Absent: Tr. Fitzgibbons.

6.)            Budget & Finance:  (I) Received draft budgets from many of the subcommittees.       Finance Subcommittee will have a meeting on March 3rd.  (ii)  Thank you to Cuba Township who gave Tower Lakes a $5000 grant to erect an emergency siren within our village.  We are looking for additional funding sources to purchase to siren.

7.)               Police & Public Safety: (I) See Report on File.  (ii) Police, Public Safety and Emergency Services 2008/09 preliminary operating budget.  Policy and Procedures are also under review.  Recommending the following changes 1) Reduce coverage from a 16 hour day to 12 hour day. 2) Right-size the department 3) Remove Commanders vehicle from fleet 4) Re-evaluate equipment replacement policy.  Tr. Parro and Tr. Bolger would also like  to see a proposed budget without cutting services.

8.)            Utilities Management:  On Roberts Road, between West Lake Shore and North     Lake Shore, ComEd is replacing a utility pole.  (ii) Met with Manhard for 5, 10, 20    year budget planning.  (ii)  This past water reading was an actual reading and not   estimated.  The bill this April will be an actual reading again and should give          residents a better idea of their actual usage after two billing cycles of actual             readings. 

9.)               Roads & Right of Way:  The February 6th snowfall: Cuba Township reported that                                     the delay in snow removal was due, in addition to heavy and constant snow falls,                                   to depleted salt stores.   Correction to the Cuba Township website                                                   Cubaroads.com

10.)           Grounds:  There will be a spring brush pick up the week after Lake Clean Up                               Day.

11.)   Stormwater Management:   No Report

12.)   Health & Sanitation: No Report

13.)   Urban Forestry:  Arbor Day celebration will be on April 26th with seedlings for   children. 

14. )  Administration / Legal/ Outside. No Report

15.)   Old Business:
