MINUTES OF THE VILLAGE BOARD

MEETING FOR TOWER LAKES

 

Date: October 17, 2005

Location: Village Hall

Time: 7:50pm

 

1. ROLL CALL, PLEDGE AND SIGN IN:  Present: President Kuskowski, Trustees  Gidley, Parro , Frey, Baggett, Village Clerk Leitner, Fitzgibbons, Building Inspector Cantieri. Absent: Trs.  de Vries,. Fitzgibbons.

 

2. APPROVAL OF MINUTES: Motion to approve the minutes from the Village Board meeting held September, 2005 made by Tr Parro, seconded by Tr  Baggett and followed by a voice vote: AYES: Trs Gidley, Baggett, Frey, Parro. NAYS: none. Abstain: Pres Kuskowski. Absent: Tr Fitzgibbons, de Vries.

 

3. PLAN COMMISSION: No report.

 

4. ZBA: No Report.

 

5. SWALCO

Motion Tr Frey motions to approve an intergovernmental agreement  called  Recycling America  in which the Village gets paid for recycling (pending receipt and review of Exhibit A), second by Tr Gidley and followed by a Roll Call vote: Trs.Gidley, Baggett,  Frey,  Parro. NAYS: none.

6. BUILDING AND ZONING REPORT- Building Inspector Cantieri reported that

6 Permits were issued last month, information available at the Village office. Resident at 25515 Warwick Rd has received notice from the Village re: obtaining a permit for the driveway project. Also, Rose Terrace pool installation has 9-gauge wire fencing along the back.

 

7.  TREASURER’S REPORT Tr Gidley distributed the bills. Motion to approve the bills as stated made by Tr Frey second Tr Parro,  followed by a roll call vote: AYES: President Kuskowski, Trs Gidley, Baggett, Frey, Parro.

 

8.      FINANCE REPORT: Tr Gidley reported that  it appears the Village  has only collected 95% property tax due and owing to the Village from the county— residents must be contesting their taxes. Fines (all categories) collected are less than 50% of expected, building permits are also down by 1/3 and assumed at least one Barclay Woods home would have been started.

 

9.      POLICE REPORTTr Frey shared the report, which is on file at the Village Office.

 

10. STORMWATER MANAGEMENT—Tr Baggett reported  on a committee report to look at long range storm water  projects, and figure if we have any grant-eligible projects.

 

11. ROADS REPORT Tr Parro reported patching four areas, with one more to be done.  No more patching will be done this year except for emergencies. Brush trimming along roads is in process by Cuba Township, and the Village and Cuba Township are looking together at raising downed signs. Projects for spring include West Tower/West Lake Shore swale and striping of parking area at beach parking. Fiscal year tree removal budget of $9,000 already gone. Will look at ways to double the budget to maintain a tree trimming project. Road paving projects will be considered: Fenview, West LSD, parts of North Lake and South Hills. Snowplowing with Cuba Township---using ½ salt per event from ‘04—more efficient and better sticking. Village map and zoning map update. Large number of unpaid vehicle stickers this year, second and final notice has gone out.

 

 12. HEALTH AND SANITATIONTr Baggett reported that SWALCO will be conducting two collections-—electronics collection and household collection. Information posted in Village office.

 

13. UTILITIES—no report.

 

14. URBAN FORESTRY: no report.

 

15. BACOG: on share cost for middle school officer. The Village of Barrington wants the other villages to share in the cost.  Village Trustees consensus is that the school district should pay for these officers, whatever school that are serving.

 

16. COMMUNITY PLANNING COMMITTEE:  to be held first Wednesday of every month. The first meeting was held October 5, 2005. Topic under consideration—ideas for village facilities, including a community center.  Group divided between spending no money or spending whatever we can come up with.

 

17. PUBLIC COMMENTS: Non-car vehicles are popping up all over town 

 

18. OLD BUSINESS—50mph speed limit signs are up.

 

19. NEW BUSINESS— New development in Lake Barrington—Parro and Gidley at the public hearing. 71 houses. 100% inside Lake Barrington, zoned one-acre residential, since 1959. Scientists stated that there is a better way to protect the fen, developer’s engineer states otherwise, but will listen to an outside consultant.
