VILLAGE BOARD MINUTES

1. PLEDGE AND SIGN IN: President Kuskowski called the meeting to order and led the Pledge of Allegiance. Sign In Sheet Circulated.
ROLL CALL: Present: Village President Kuskowski, Trustees Baggett, Gidley, Parro. Absent: Adams, Aitken, Fitzgibbons.
2. APPROVAL OF MINUTES: Motion to approve the minutes of the Special Village Board meeting held November 25, 2003 was made by Tr Baggett seconded by Tr Gidley and followed by a roll call vote: AYS: Parro, Gidley, Kuskowski, Baggett.
3. ZBA: No report.
4. BUILDING AND ZONING: Building Inspector Cantieri reported on 7 permits issued for November --on file in the office.
5. TREASURER’S and FINANCE REPORT: Acting

6. POLICE REPORT: Distributed by Village President Kuskowski and on file at the Village office.
7. STORMWATER MANAGEMENT: Tr Baggett reported that on Jan. 19, 2004, at
7:00pm (prior to the Village Board meeting), a public Hearing on NPDES Phase II
will be held at our Village Hall.
8. ROADS: Tr Parro discussed the amendment to the Vehicle License ordinance, which shortens the time period for compliance with the vehicle sticker ordinance from 60 to 30 days; Seniors are counted at age 62 (down from 65); seniors will pay one-half the fee; trailers will no longer be required to have a tag/sticker; Penalties remain the same. Motion to approve the amendment to the Vehicle Sticker Ordinance was made by Tr Gidley seconded by Tr Baggett and followed by a roll call vote: AYES: Parro, Gidley, Kuskowski, Baggett.
9. HEALTH AND SANITATION:
SWALCO – Pres Kuskowski appointed Tr Baggett as the Tower Lakes SWALCO Director with Tr Fitzgibbons as his alternate.
10. UTILITIES: Consumers Water:Tr Gidley
reported that Consumers Water will provide the Village with the information it
needs for the auditors. The water shut off date will be changed from

12. BACOG: Pres Kuskowski reported on a

13. NEW BUSINESS: T-Mobile would like to erect a 150 ft cell tower on Village property near Rte 59. This could bring in revenues of $10,000.00 per year, with additional antennas providing additional income. The Village Board will ask the Plan Commission to consider.
Village Ordinance Enforcement: Tr Gidley questioned the Village’s means of enforcing various ordinances, citing as violations dog runs, trailers, outbuildings, fences. He will compile a list and notify respective homeowners.
Signs on Rte 59 are illegal, except for political signs, without a permit. Police or any officers of the Village are authorized to take them down. Courtesy calls to erectors could be made.
