REVISED  MINUTES OF TOWER LAKES

BOARD OF TRUSTEES MEETING

Time:                7:30 pm

 

1. PLEDGE: President Kuskowski called the meeting to order and led the Pledge of Allegiance.  Sign in sheet circulated.

 

ROLL CALL: Present: Village President Kuskowski, Trustees Aitken, Fitzgibbons, Rigali, Gidley, Parro, and Village Clerk Leitner. Absent: Trustee Adams.

Also in attendance: Dorothy Pratt, deputy village clerk and newsletter correspondent.  

 

2. APPROVAL OF MINUTES: Minutes of the August 18, 2003 meeting were approved with corrections. Motion made by Tr Parro, seconded by Tr Rigali and followed by a voice vote. Tr Aitken Abstained.

 

3. Leicht Auto Conversion: Tim Leicht sent in copies of plans for trustees’ review. He seeks Tower Lakes support of his effort to convert his station to a convenience store, car wash and gas station.  Lake County has approved the site plans and well location. He will not be distributing diesel gas, therefore he will not be servicing trucks. Discussion ensued. Mr Leicht would like to point out to Lake County that Wauconda reacted hastily by not reviewing the plan before its disapproval, while Tower Lakes reviewed the site plan and approves it. Mr Leicht seeks a statement of support from Tower Lakes. Motion to state that the Village of Tower Lakes has thoroughly reviewed and has no objection to Mr Leicht’s development as presented, as long as Lake County’s requirements are met and approved by Lake County made and seconded and followed by a voice vote. ALL AYES.

 

4. PLAN COMMISSIONMc Williams Subdivision: Plan Commission Chair Greg Valicka briefed the Village Board on the Plan Commission meeting on the Mc Williams Subdivision in the Timberlake area: the Plan Commission unanimously recommends the Village approval of this subdivision.  The developer has reduced the number of developed sites and fixed drainage issues. Septic fields are set away from wetlands.  McWillliams requests approval of final plat tonight, subject to amendment. Motion to approve final plat, subject to amendment made by Tr Gidley, second by Tr Rigali, followed by a voice vote.  ALL AYES. ABSTAIN: Tr Parro.

 

Bluffs of Lake Fairview: Plan Commission Chair Greg Valicka briefed the Village Board on the Plan Commission meeting on the Bluffs of Lake Fairview, which represents a significant reduction of number of parcels/developed sites off of Ivanhoe Road, compared with the James proposal of two years ago. The proposal agrees with TL Comprehensive Plan goals, and is a conservation site. The actual building will occur on less than ½ the site. Plan Commission unanimously recommends the Village approval of this subdivision. The Village Board reserves the option to approve the final plat. Motion to approve this subdivision, reserving the option to approve the final plat made by Tr Aitken, seconded by Tr Gidley, followed by a voice vote. ALL AYES.

 

5. ZBA—None.

 

6. BUILDING AND ZONING:  Trustee Fitzgibbons reported that 13 permits were issued.  Building Inspector Cantieri reviewed the permits. Violations—none.

 

Outbuilding Ordinance Revision—re playhouses. Discussion of 25 sq ft footprint and grandfathering clause. Missing phrase at bottom p2 corrected to read properly. Motion to approve the ordinance made by Tr Parro, seconded by Tr Fitzgibbons. Roll Call vote:  all ayes. ABSENT: Tr Adams. Subject to state thirty day notification process (state posts changes on state website to inform developers, etc.)

 

7. TREASURER’S REPORT AND FINANCE REPORT: Acting Treas Gidley distributed the monthly expenditures summary, profit and loss statement, YTD budget expenditures, bank statement balances. Amounts in police budget transferred as necessary.

Monthly Bills:   Motion to approve the bills was made by Trustee Gidley and seconded by Trustee Fitzgibbons, and followed by a Roll Call vote:   AYES:  Trustees Parro, Gidley, Fitzgibbons, Rigali. NAYES: None. ABSENT: Adams. ABSTAIN: Aitken.

Motion to pay the Possibility Place Nursery invoice made by Tr Gidley, seconded by Tr Parro and followed by a roll call vote all ayes.

Telecom Tax: The Tower Lakes municipal tax is really a federal, state and municipal tax, split three ways estimated at- 7%fed, 4%state, 1.75% to Tower Lakes.

Audit Letter: from auditors Dam Snell and Traverne indicates change needed for the  water company audit, developer escrow accounts, and the new reporting model. Tower Lakes needs to be GASB 34 compliant by fiscal year 2004. Draft of 2002 fiscal year end report discussed.

 

9. POLICE REPORT:  Monthly Activities Report-Pres Kuskowski presented the 297 monthly activities report, on file at the Village office.

 

10. STORM WATER MANAGEMENT: Pres Kuskowski reported that resident John Johnson has completed mapping the Village’s system, with notes on areas that need drainange work. Lake County Storm Water Management grant to be applied for. The Miller residence at406 ELSD needs culvert work. 

 

11. ROADS: Tr Parro reported-Vehicle Stickers- 21 still outstanding, and a letter went out reminding these residents.  Several of these are moving situations.

Second wave of elm tree removal—Sabatello removed trees.  Rte 59 elm trees have yet to be removed by the state. Pres.Kuskowski has a call in to IDOT.

Brush pick-up—TLIA is doing lake cleanup the last Saturday  of September.  Tr Parro will contact Mr Gooch of Cuba Township to arrange for brush pickup for October 20, 2003.

Indian Trail Speed Limit—Tr Parro considering an advisory sign to slow speed .Tr Fitzgibbons would like to continue examining this issue.

Paving project- once every five years. Tr Parro wants to save toward a reserve so that the Village has a large amount of money available to make significant improvements every five years.

 

12. HEALTH AND SANITATION:

SWALCO-disposal brochure “Good Riddance”.is a good ressource for residents.

 

13. UTILITIES: Water System report- 30,000 gal above normal; not unexpected with drought.

Gas Light Charges- Tr Adams still exploring.  We need someone to come in and determine costs and service provider.

 

14. URBAN FORESTRY: see Roads report above.

 

15. BACOG REPORT: Rte 12 corridor planning council to beautify Rte 12 landscaping, signs, setbacks, etc.

Various legislative meetings—need trustees to attend. Tr Parro and Chief Sinacore attended the dedication of the Barrington Memorial Park.

 

16. OLD BUSINESS: Vignocchi Annexation Request—Mr Vignocchi’s attorney Mr Nakon’s letter seeks compromise of 10 years’ zoning policy. Plan Commission recommends the Village not approve annexation; Village Board inclined to agree. Motion to accept recommendation of the Plan Commission to deny annexation to Wauconda request made by Tr Rigali, seconded by Tr Fitzgibbons.  ALL AYES.

 

17. NEW BUSINESS: Make a Difference Day—Tower Lakes encourages resident’s participation.

Wauconda Waste Water Hearing—EPA held a hearing regarding this potential waste water facility which would dump additional waste waster into the Fox River (eventually). Several people spoke and two hundred people attended.  The EPA got an earful.

Deputy Registrars --Pres Kuskowski volunteered our village Hall to appoint deputy registrars. Any resident may be appointed.

Village Attorney memos—plan on affordable housing and amended open meetings act.
