BOARD OF TRUSTEES MEETING

1. PLEDGE:
President Kuskowski called the meeting to order and led the Pledge of
Allegiance. Sign in sheet circulated.
ROLL CALL: Present:
Village President Kuskowski, Trustees Adams, Aitken, Rigali, Gidley, Cantieri,
Parro, and Village Clerk Leitner. Also
in attendance: Dorothy Pratt, Deputy
Village Clerk and newsletter correspondent.
2. APPROVAL OF
MINUTES: Motion was made by Trustee Gidley and seconded by Trustee Parro to
approve the minutes of the October
10, 2002 with corrections, and followed by a voice vote. Trustee
Cantieri and Rigali abstained.
4. PUBLIC COMMENTS:
Margaret Patronik re leaf burning-feels the new ordinance needs to be reviewed
(see Patronik comments, attached). Ms Patronik feels the ordinance is not
specific enough for police to enforce easily.
Ms Patronik maintains that the fire must not even be smoldering at 4pm.Tr
Rigali suggests a Health and Sanitation Subcommittee meeting to discuss 4pm
requirements.
3. CLARKE MOSQUITO
PRESENTATION:
- George
Balis, Clark Mosquito, wants to renew our contract thru 2005; Cuba
Township has renewed with Clark,
so has the Village of North
Barrington. Village and township programs
work well together, and to the benefit of all. Balis spoke on mosquito abatement
generally, West Nile Virus, and how Tower
Lakes’ mosquito control fits
with the Cuba Township
plan.
- West
Nile Virus is a bird born virus, with 120 species carrying the disease.
West Nile Virus ebbs and flows in severity, but is always present. A study conducted in France
indicates that West Nile Virus runs on a seven year cycle.
- Crows
and Blue Jays are the earliest indicators of West Nile Virus in this
area. This year, there were 5 human
cases in Lake County,
which indicates the West Nile presence for next
year. West Nile virus affects people of all ages, but
is fatal in 15% cases, usually in people over age 60.
- Balis
presented an aerial map which tracks Clark’s trapping
of West Nile-carrying mosquitoes. Cuba
Township commissioned the map,
but Lake County
paid for it out of its 2001 remaining budget. All sites found having bred
in the last five years are checked 8 times per season. Balis mentioned larval
control site 208 as an example: it is inspected 8 times over the season, 4
times specifically at breeding time. In addition, Larvaciding sites are
checked twice per season: in June and August. Also, Clark
monitors a trap, located at Biltmore Country Club, which is funded by Cuba
Township, Lake County Forest
Preserve and the State of Illinois.
- County
and state funds-including grants- paid for treatments into September after
municipal programs were spent.
- Cuba
Township’s program will run
thru 2005. Next year, Cuba Township
will expand its inspections. For next year, Lake
County approved $200,000.00
for mosquito control, including the Forest Preserve, which will help the
village. The Village of Tower Lakes also had 2001 funds left over for
treatment use in 2002.
- Clarke
‘s proposed program for the village shows an increase in adult treatments
each year; to go from 10 to 12 next year.
- Residents
should continue to take precautions; even on spray days people should
apply mosquito repellent. Next year, Clark’s plans
to add a connection to their website directly from the Tower
Lakes website. Also, they can
provide monthly reports reflecting actual residents’ calls. Clarke’s uses a granular
treatment for larvaciding which lasts 25 days. Balis noted that sonic
devices do not work , nor do devices that collect mosquitoes: you’re actually attracting more mosquitoes to
your yard. Larvaciding is still the most effective, followed by adult
treatment. Aerial treatment is very expensive. Larvaciding ‘donuts’ are
effective “BTI” 2day lasting. Residents continue to have an option to call
for a test of standing water for breeding.
5. PLAN
COMMISSION: Pres Kuskowski reported that the Plan Commission continues work
on the following issues: 1) tighter zoning regulations for teardowns; 2) permits
for home businesses; and 3) redefinition of “outbuildings”. They have created teams of two members each
to address each issue. Pres Kuskowski
told Tr Adams that the driveway restriction request will be deferred.
6. ZBA: No
report.
7. BUILDING AND ZONING: Tr Cantieri has a prepared list of
permits.
8. TREASURER’S
REPORT AND FINANCE REPORT: Acting Treas Gidley distributed the monthly
expenditures summary, profit and loss statement, YTD budget expenditures. Bank Statement
balances to follow. Acting Treas Gidley pledged to get bills to trustees for
their review ten days prior to the monthly meeting. He noted that Miles Chevrolet
was paid out of General Funds when a police car ordered from them arrived
sooner than anyone anticipated. The
General Fund will be reimbursed by the designated grant funds, once they come
in. Wine and Serge reported an increase in our worker’s compensation and
property insurance policies. Property Insurance costs are up 9% industry-wide.
The Illinois Municipal Review estimated that state-shared revenues will be down
as much as $6.00 to $7.00 per capita next year due to an overall revenue stream
decline. This means Tower Lakes
can anticipate a decline in state-shared revenues of $7,000.00 to $9,000.00.
Monthly Bills: Motion to approve the bills was made
by Trustee Adams and seconded by Trustee Rigali, and followed by a Roll Call
vote:

Tr Gidley requests the Board subcommittees review
selected ordinances re: fees and penalties and report to the finance committee,
which will then report to the board. Current fees and penalties have not been
updated in decades. The subcommittee reviews are to be accomplished by the next
village board meeting.
Tax levy ordinance-reflects
the Village’s estimated costs for next year.
Discussion of the concept of appropriated
vs. levied. The ordinance allows the Village to raise the levy if it needs
to do so. The ordinance, almost identical to last year’s, calls for an increase
of the levied amount between 0-3.9%. Any higher amount would require voter approval. Motion to approve the
20002-2003 tax levy ordinance made by Tr Rigali, seconded by Tr Cantieri, and

10. POLICE
REPORT:
- Monthly Activities Report-Tr Aitken presented the 1070
monthly activities report, on file at the Village office. The Board
discussed charging for false 911 alarms.
- Public comments being moved to end of meeting

11. STORM WATER
MANAGEMENT: Tr Rigali mentioned two new issues: Messerschmidt’s and
Hamilton’s. Van Ochten matter completed.
The Johnson storm water management map is mostly completed.
12. ROADS: Tr
Parro reported- vehicle stickers: four nonpayers’ names were reported in the
newsletter; emergency patching performed over Consumer’s Water Company work;
missing street sign; and roadside brush pickup completed.
13. HEALTH AND
SANITATION: Tr Rigali reported that the year’s final SWALCO household waste
pick-up is scheduled for Dec 7. The new garbage/recycling schedule is doing
well.
14. UTILITIES:
- Water System Pres Kuskowski noted the report is in, and the
Village’s water usage is reportedly back to normal.
- JULIE Resolution-Tr Adams reports continued work on this
resolution’s requirements. As has been reported previously, the Village of
Tower Lakes is being required by the State of Illinois
to join JULIE. Discussion ensued. Tr Adams will coordinate with Office
Manager Debbie Baggett and Consumers Water for residents to pick up JULIE requests
for location of water lines at the village office.
- Discussion of Clarke Mosquito’s bid vis-à-vis Rick’s competitive
bid.
15. URBAN
FORESTRY: No report.
16. BACOG
REPORT:
- BACOG hosted a Northeastern Illinois Plan Commission (“NIPC”) presentation
on population forecast planning.
- The Garden
Club Of Barrington has prepared a “Keepers of the Land” book, which they
have republished for new residents. They will drop some off some for at
the Tower Lakes
village hall.
- The Red
Cross gave an emergency response planning presentation- overview of types
of assistance- even down to house fires.
- Good Shepherd
wants to put in a new cardiac unit.
- Tr Parro-reported
that the BAGIS general planning update will be quicker next year.
- Impact
fee presentation next Wednesday.
17. OLD BUSINESS:
See Vignocchi, below.
18. NEW
BUSINESS:
- Roberts Rd bike
path- Pres Kuskowski has been talking to Lake
County’s Mountsier and LCDOT to
work out a solution. The underlying culvert is deteriorating, which makes
it possible to consider a bike path, but a number of issues exist.
- Pres Kuskowski has been notified by Lake
County of a development being
planned off of Ivanhoe Road
by Vignocchi, consisting of 2 acre sites. The plans conform with Lake
County requirements.
- Tr Parro attended a ribbon cutting ceremony for the new Grassy
Lake walking path on behalf of
the Village. Rep. Mountsier wants
to connect the walking paths to the Fox River Forest Preserve paths.
- Tr Parro met with the Forest Preserve land acquisition head and discussed
the property on the east side of Rte 59, north of Roberts
Rd.
- Newsletter payment needs to be addressed with TLIA.
